· Oversee the work and discipline of the other employees of the Commission
· Ensure the smooth and effective administrative functioning of the TEC Secretariat
ADMINISTRATIVE MANAGER
SPECIFIC OBJECTIVES
· Compliment the work of the Executive Secretary as the Principal Assistant for the day-to-day management and coordination of the administrative activities and functions of the commission.
Provide administrative support to all the Directorates for the execution of their functions and in implementing the policies of the Commission.
ACADEMIC PROGRAMMES, NEW INSTITUTIONS & LEGISLATION (APNIL)
SPECIFIC OBJECTIVES
· Accreditation of Tertiary Education Institutions and their programmes in line with the standards set by the Commission.
· Affiliation of Tertiary Education Institutions with recognized universities within and outside Sierra Leone.
· Registration of Tertiary Education Institutions.
· Regulation of quality education and ensure parity of esteem among similar Institutions and their products.
ACADEMIC AUDIT & INSTITUTIONAL AFFAIRS DIRECTORATE (AAIA)
Specific objectives
· Collect and analyze data on staff and students in Tertiary Education Institutions for strategic planning advice.
· Categorize academic staff in Tertiary Education Institutions for parity of esteem.
· Assess outputs of staff and students in Tertiary Education Institutions to assure quality and parity of products.
· Assess the quality of the facilities for teaching and research in Tertiary Education Institutions in order to assure standards.
DIRECTORATE OF QUALITY ASSURANCE AND NATIONAL QUALIFICATIONS FRAMEWORK (QANQF)
SPECIFIC OBJECTIVES
The Specific Objectives of the directorate are as follows:
- Conduct regular assessments of teaching, learning and research carried out in Tertiary Education Institutions, with the aim to identifying areas for interventions by the Commission and other relevant stakeholders.
- Provide infrastructural support for teaching, learning, research, publications and innovations in Tertiary Education Institutions.
- Ensure quality assurance in teaching and research, among others, by providing effective monitoring and evaluation.
- Ensure that the objectives of the National Qualifications Framework in terms of learning outcomes and credit transfers contribute to the full development of each learner and the social and economic development of the nation at large.
- Accelerate the redress of past unfair discrimination in education, training and employment opportunities for women.
- Deal with quality issues in Tertiary Educational Institutions and maintain academic standards through increased stakeholders confidence.
CONDITIONS OF SERVICE AND DISCIPLINE DIRECTORATE (COS/D)
SPECIFIC OBJECTIVE
The development of harmonized guidelines and criteria for appointments, promotions, discipline, salaries and other conditions of service for staff in Tertiary Education Institutions in close consultations with the Institutions, Ministry of Technical and Higher Education and other Stakeholders.
FINANCE AND FUNDING DIRECTORATE
SPECIFIC OBJECTIVE
- To ensure that the Commission and all Tertiary Education Institutions are in stable financial positions to enable them carry out their statutory functions effectively and efficiently.
- To ensure that the Commission and all the Tertiary Education Institutions produce annual financial statements that are properly prepared and externally audited.
To review the financial statements and audited accounts of Tertiary Education Institutions for compliance with the Financial Management Policy of the Government.
